car insurance companies

Yesterday I went to Land Transportation Office (LTO) to apply for a driver’s license. It was my first time to go there. There were so many people falling in line to different windows or tellers for their turns to be called. Some were new applicants for a driver’s license, some were renewing their license and some were there for the registration of their vehicle. While I was there I noticed that there were different car insurance companies. I thought they were part of the LTO but they’re not.
